Even if a Pokemon wants to do as you ask, they don't have the means to control themselves and make their bodies do as you wish. Pokemon are wild, if they grow too powerful without proper supervision they grow out of control and go back to their wild state of mind. Even if they wish to do as commanded, they will mess up.

The only way to control your Pokemon is to prove yourself to them and become a better, more powerful trainer all together. How is this measured? In the number of Badges you own.

• No Badge - Pokemon up to level 25
  
• Badge One - Pokemon level 30 and below
  
• Badge Two - Pokemon level 35 and below
  
• Badge Three - Pokemon level 40 and below
  
• Badge Four - Pokemon level 50 and below
  
• Badge Five - Pokemon level 60 and below
  
• Badge Six - Pokemon level 70 and below
  
• Badge Seven - Pokemon level 80 and below
  
• Badge Eight - Pokemon level 100 and below
